I therefore suggest the insertion of the words "without cause which the Governor in his discretion considers adequate between the words "Cadet" and "fails" in line 3. This will provide all necessary safeguards, and will avoid what would be in some cases an unfair penalty. Copy of the proposed amended regulation is enclosed.
